I thought they only crowed when the sun came up.

Are you sure your neighbor only has one rooster.Roosters mostly crow to draw attention to them self.It is a show of dominance.One rooster by itself will not crow nearly as much as one that has others around it.If your neighbor has chickens with the rooster again that is cause for him to crow.It helps keep the chickens in order.Roosters will crow throughout the day just to reaffirm his position within the flock.If there is no flock around he has less reasons to crow.

Roosters live to crow.
Ours start at about 4am and go most ofthe day.
Sometimes when I coop them up at night if I sit outside I can hear him crowing in the coop in the dark.
They are strange birds.

if he has some chickens around him it is like calling them to mate. if you have more roosters in the neighborhood they will compete all day how is lewder

Ordinally you are correct.

If it is crowing all day; I would be willing to bet that it is alone in a small cage.

He is probably frustrated and lonely. You see.....most animals are aware that they are captive, and believe it or not they don't like it.
