It is always fun to try to get inside ones mind. Sometimes we kid ourselves into believing what we want to believe.
I could not answer why he would ask your opinion.
Maybe he is open-minded.
Maybe he is interested in you enough to ask what you think.
Maybe he is considerate.
If he ask if you have a boyfriend...then maybe he is seeing if you are available.
Some guys are just flirtatious

If you're interested in him then flirt back and see where it leads. It's a strong possibility that he's into you.
If he does this sort of thing to others then he's a born flirt and his actions mean nothing.
Don't like him and want him to stop? Then tell him with your best poker face that the psychiatric ward you left a year ago advised you not to date for some time.

well, i think he likes you but just does not know how to go about telling you and is asking you in a roundabout way to see if there is someone else in your life that you might be dating or seeing. my guess is he is trying to ask you out.
he teases you about this other guy to see what your reaction is and if it gives him any positive feelings for you
