A lack of Vitamin D and sun light which makes Vitamin D. In a child, a tricycle without ball bearings is hard to ride, and will straighten bowed legs, along with plenty of milk.

Bowed legs ... may also be caused by metabolic conditions such as rickets--a deficiency of vitamin D in the diet. This rarely occurs in developed countries because many foods, including milk products, are fortified with vitamin D. Rickets can also be caused by a genetic abnormality that does not allow vitamin D to be absorbed or metabolized correctly. The effects of this condition can often be controlled with medication. This form of Rickets may be inherited from the parents or it may occur spontaneously in children.
