i cant change my background on xp i have run avg and norton found nothing i am allso on the oner administrator

It would sound as though the administrator of the system has accidentally locked background changes to the system. This can be corrected.

go start then control pannel and then look there for display and then use the tabs at the top of the page to fix it THE OTHER THING YOU CAN DO IS CHOOSE A PICTURE RIGHT CLICK ON IT AN SELECT USE AS BACKGROUND
