To use fewer words. We get way more out of a parable than we do out of a direct statement. There are sometimes hundreds of teachings from one short story.
I think it is also because it is the easiest way for people to understand something that they would not normally understand. Using something that someone can understand to describe what they can't. An analogy.
He describes Heaven in lots of analogy's.

Because people remember stories which give examples. The parables are examples taken from the ordinary life of the listener.

You have to look at it in context. In biblical times, storytelling was a common way of passing things down from generation to generation. My guess (though I have nothing to back this up) is that most commoners did not have access to many resources or formal education, so this was an easier way to communicate to the general population. Storytelling and the oral passing down of history is fairly common in many ancient cultures.

Sometimes the best way to get a point across to people is to put it in the form of a story. It's often easier to remember and it gives you references you need to fully understand the point.

Either because people were a lot dumber back then, or they were a lot smarter.
Imagine if STOP signs, said THINK. How many accidents would there be, and whose fault would they be?
I prefer rules be dispensed in an unambiguous fashion (if you expect me to obey them.)
