Yes. They are voice to text programs.
There are a few of them, but to my knowledge they aren't really "ready for prime time" yet as they have problems determining which word to use when they sound the same, such as to, too, two.
Also, the words must be clearly enunciated and in many songs are not really that clearly spoken. (The ear/brain does a really wonderful job deciphering sounds compared to a computer program!!)

I don't know, but you can add the words (as a text) and synchronize with music, using media player.

No, but you can just read the lyrics and listen to the song.
