I use vaseline on them at night and vitamin e oil during the day. The vaseline is cheaper and thicker so it stays on better.

Before you can moisturize you need to sluff off the dead skin so your underlaying layers will accept and respond to treatment.
Use Pretty Feet and Hands- it comes in a small blue bottle, but you put on just a little bit and rub it around as it takes off your dead skin, you'll be shocked.
I like to use Vitamin E gel pills for moisture or the Aloe Vera pills you can get at the health food store and might already have them. Use a pin so the gel inside will come out and then put it right on your elbows.
If you started taking Vitamin E as an oral supplement as well you might improve the overall condition of your skin in general.

Whatever you use, whether olive oil, or "healing" lotion for dry skin, be sure to use it right after your bath, and if possible re-apply a couple more times throughout the day. Johnson's Baby Oil Gel does wonders also.

Use olive oil. Rub it in well and put a long sleeve shirt over it. Olive oil is a moisturizer, anti-oxidant and natural healing agent. It works wonders for the skin, hair, burns etc...
With burns, it will sting, but it prevents scarring and aids healing.

Olive oil is great, and so is old-fashioned plain glycerin. It works very well, and costs a fraction of what most lotions cost. You can find it at most drugstores and pharmacies (it's sometimes mixed with rosewater).
My grandmother used this exclusively as an all-over moisturizer all her life, and she stayed virtually wrinkle-free.

Dip them in spaghetti. The reparative properties of spaghetti are truly wondrous. I'm confident the cure to cancer and AIDS lies dormant within that prized pasta.
