Paul told the philosophers in Athens, Greece that they had many gods and were very religious and saw that they had one god that they called the unknown god. He appealed to them to look to this unknown god that they had no name for as the one true God and all the other gods as false gods. He wanted them to know that the true God could not be made with hands and that He was the Creator and the giver of all life. But I don't remember seeing that he told the Romans that had many gods. This can be found in Act. 17: 22-23.

The Greeks, not Romans-

22 Paul then stood up in the meeting of the Areopagus and said: "Men of Athens! I see that in every way you are very religious. 23 For as I walked around and looked carefully at your objects of worship, I even found an altar with this inscription: TO AN UNKNOWN GOD. Now what you worship as something unknown I am going to proclaim to you.

It was in Acts 17. This discourse was made on Mars Hill, to the Athenians, not the Romans. He said he saw that they were a very religious (or superstitious, depending on which translation you use) people, because he saw that they had many gods. Then he mentioned that among those gods was the "unknown god". He said he wanted to introduce them to the "unknown God", from whom all things are made.... and he preached Christ and His resurrection to them.
