There was a crime in my neighborhood. It has gone unsolved. It looks like no one cares. I want to offer money for someone to tell the police what they know about it. What would be effective wording? Should I ask for information leading to an arrest or for helpful informaiton? Or, any other wording?

The best method is probably to look for a local 'Crime Stoppers' organization. They can offer the reward for you and all you have to do is write a check. Whatever is required to actually get the reward to the right person is what they do everyday.
