Try and loosen the snares. The mechanism is on the side usually, and turn crank it to tighten and the opposite too loosen.(If you know this already then I am sorry, but I would rather be thorough) Then loosen the bottom head to where you can push it in a half an inch with you finger. Please make sure you have a proper bottom head on the drum first. Your top head should be much tighter than the bottom, depending on your taste. This should get you to a good start. If the ring (boiing) is still there than try using an O ring (I know thats a funny name) to put on top of the snare. Remo makes them. There are just a circular ring that goes on the edge of the snare.

There are LOTS of variables when dealing with drums. for instance, the type of music you play, how often you play, where you play, etc.
You did not state what type of music you play or what size(diameter and depth) or how many layers of wood or what type of material is involved. I could go on and on. However, assuming you are happy with everything else about your snare drum, the first place I would look is the head. Try changing that out. Sometimes it is just a matter of a worn out drum head.

Did you tighten the snares or just the drum head?

make sure your snares are on otherwise you'll get the Boiiiiiing sound.
