Well she is not really mean, though she may do some things that are not nice. Babies need to learn everything, and at 10 months old babies don't understand that people have different feelings. They think if they like something everyone does and they don't understand that what they do could hurt themselves or someone else, so please be patient with her.
At 10 months babies are also VERY currious, they don't know what things are so they want to see everything. Of course this is wonderful, to be smart you need that curiosity but sometimes this is a bad thing as they don't understand if they are breaking something special that belongs to you.
There are lots of ways to keep a 10 month old occupied but at this age MOST of the things will need another person around them, if not playing directly with them, at the least keeping an eye on them.
Pretty much anything new that the baby has never seen will keep them occupied.
Some tupperware dishes with lids, a toy that is hidden in the bottom of the toy box, or something out of your room perhaps (as long as it doesn't have any small pieces.)
Sometimes though you have to even show children ways to play with the things you provide. Show her how to stack blocks then knock them down or how to play the bottom of tupperware containers like drums.
Understand the toys you give have to be her level. She won't like little people for example because she doesnt understand how to make them walk, talk, and act older because she isn't older yet. However she might like a toy car to push across the floor or some of your old baby toys.
Also if there is something you don't want your sister to have it is best to put it somewhere she cannot reach it (on a shelf or under your pillow) or get 2 of them. If you have a special teddy bear or something put yours on top of your dresser and give her a different stuffed animal. Try not to play with the item in front of her, and keep doors and boxes shut.
Most importantly be nice to her, arguments happen but she does love you and when she is a bit bigger she will be easier to take care of.

A 10 month hold doesn't have the capablilties to be "mean". She's a baby, she has a lot of needs because she IS a baby. Sounds to me as if YOU are too immature to be watching her yourself. If you are I suggest you tell your parents that they need to hire a babysitter who has had expierence with babies as well as children.
Keeping her occupied is easy...PLAY WITH HER. Play "patty cake", make up silly dances, get out some building blocks if she has them or legos/duplo blocks, read her a story or two.
