Are you asking best place on your body to get one or best place as in location??
If it's best place on your body, then it's ultimately up to you...If you want something that's not painful, your best bet is a simple earlobe..you don't want to do the cartalage...it takes a lot of time to heal and if hit right, it can always hurt...
If your thinking, not painful but not your ears...I would say naval or if you're open to it tounge....my tounge hurt less then my naval wich hurt less than my orbital in my cartalage...
but again, it's really up to you on what you want...people can only give you suggestions and information...
If you're talking about the best location....you should go to a well known tattoo and piercing parlor...make sure they're clean...watch them when they do it, they should wear gloves and clean the jewlery and needle infront of you...etc...

Depends on if you want to show them off, or if it's for you. IMHO, eyebrows and nasal septum look kind of nasty, but belly buttons are pretty and nostril piercings can look cute too. If it's more for yourself, vertical clit hoods piercings are great, don't be freaked out by them just because they're in that "area," they actually hurt less to have done, and heal faster than, almost ANY other piercings—and they FEEL GREAT after you've had them done. I think nipple piercings are pretty, but I've never gotten one because I've heard they can hurt a lot and take a while to heal. Everybody's experience is different though. I think it partly depends on the size of your nipples.
Whatever you get done, make sure the place you go to is reputable and clean, and try to pick a shop where you like the people working there. It's a lot better if you like and trust the person that's going to be jabbing a sharp object into you body(!)

How approximately a floor hip piercing. Dimple piecing(I suppose the ones appear cool) A Monroe piercing, and even the center of your most sensible lip. Industrial ear piercing, septum or the epidermis in among your eyes on the most sensible of your nostril.

As far as a location to get a piercing done, you should definitely ask people in your area for their suggestions on a tattoo and piercing shop with a good reputation for being professional and most of all, sterile.
As far as where in yout body to get a piercing, that's a personal preference you should decide.

It depends on preference. I like lip piercings, I have snakebites & a monroe myself. Ears, belly button are good choices.
