How to get goverment loans other than welfares PRC?

I would like to find away to get the car fixed, house fixed, and other things done. I can't get a loan to do these things for what reson I don't know. Someone who has been here Please answer, And please answer this with answer not to hurt me with stupity Please, If you don't know how please don't answer at all. This is serious.

Sorry, but, the government doesn't NOT give loans, to individuals to "get things done," other than welfare. To get your car fixed, ask the guys in the neighborhood, friends, etc. to take a look a the car, and ask if they can do anything to get it in "running condition" for you. Good Luck.
