I am relatively certain that Angela B is correct.
The new licensing laws allow for 16 year olds, doing an approved course, to be able to serve alcohol with the Designated Premises Supervisor (DPS) being on hand to authorise each individual transaction. In reality this is not worth the candle for major pub co's, and single site operators cant afford the time, so you are unlikely to get to work behind the bar except when it is quiet and dull.
The reason the publican with a million years experience doesnt know all this is that he had grandfather rights and therefore he didnt have to take the tests to know the new laws as required to obtain a personal licence.

You can work in a pub and you can sell alcohol but this means that the Designated Premises Supervisor or a Personal License Holder would have to oversee every sale that you make. Many pubs are reluctant to allow anyone under the age of 18 sell as it is more hassle than its worth. You can however work as waiting staff and it is still legal for you to take drinks to a table/ to a customer as long as you have not made the sale yourself or as long as you have been supervised in making the sale as above.
I believe they can also have 16-18 year olds serving if they state on their license application that it is an apprenticeship.

You can work as a cleaner, glass collector, pot washer, food waitress or in the kitchen of a pub but you cannot serve alcohol until you are 18.
The minimum age to attend a B.I.I course is 18 so the person who said a 17yr old has the certificate is mistaken.

Legally a 17 year old cannot serve alcohol. I'm not 100% sure but if it is a restaurant with bar you can work there but not serve the alcohol or pour the alcohol or sell it . If you are a busperson then I believe you are okay. But most pubs won't hire you unless you are of legal age to serve alcohol

It depends on where you are and what the laws are. In Arizona a 19 year old can work and serve food in a resturant that serves acohol, if someone else actually delivers the drinks. In Colorado you must be 21 or older to serve food or drink in a resturant that serve acohol. And in some states is varies from county to county. In Canada, the drinking age is 18 (or was in 1993) so 18 y/os could work are serve in bars, pubs and resturants. Your best bet is to go to the pub you want to work in and ask.

Yes they can. They can serve behind a bar but they cannot take any payment for the alcohol! So basically you'll just be limited to either glass collecting or working in some bar were all the drinks are put on a tab!
