Why might ferns have a separate xylem and phloem tissue? Why not transport water, sugar, and other nutrients together, as animals and fungi do?

These Things are being transported in different directions and the plant doesn't have any mechanical pumps like the heart to move things about. It can only use osmotic potentials, gravity, etc.
