How can i find out if i can get one in a certain location ?

Head to your local city hall or other zoning administration. Most states (US) have laws about how close business that sell acohol can be to curches and schools, and what kinds of acohol can be sold. Most places have beer and wine licences as well as general liquor licences. You may also be looking at a location that is "dry" and you couldn't get a licence if you wanted to. Yes the zoning commission, BBB and city hall are the best bets.
