Spray bottle of water. Metal can with pennies inside. Aerosol dog repellant, its like a pepper spray but made for spraying dogs.

My mother in laws casserole. It smelt so bad I took the garbage out because I thought the garbage had gone rotten.It would be best just to phone the pound and get the dogs picked up they will have somewhere warm and a meal to eat.They also are less likely to get hurt if not roaming.Spraying anything can be looked at as a form of abuse unless you are actually attacked it could be hard to prove that is what the dog was going to do.

Try a pump spray bottle with water in it. (Make sure you're not re-using one that had some kind of dangerous chemical in it before.) You can buy small ones in the hair care section of Walmart, Target, etc.. that you can hang off of your belt loop ... if a dog harrasses you give him a couple of squirts with the "stream" setting on the nozzle. It works well when you're horse riding or bicycling and dogs try to chase you too.

I have found that a rolled up news paper tends to help. However, other dogs should not be attacking, they should be being controlled by their owners.

pepper spray. it doesnt hurt them permanently but will make them leave you alone. Or you could just kick it. Ha ha, I am kidding PETA!
