No, really, some birds can mimick human speach and some can't. It takes a lot of time on your part and at least a little bit of interest on the bird's. We own a very small parrot that will "talk" to me and not my wife. I spend a lot of time playing with him and I think he appreciates the attention.
Unlike michael b, there are few sociopaths in the bird world. They are very social creatures.
BTW doofuss, my parrot loves rice.

some birds just chirp but other mimic not talk(unless you really trained it to) if your bird might be able to mimic this is what you do start of with the basic like
hi
hello
bird
(name of bird)
now if you really want your bird to talk without u telling it to do this
say your noun and point to it(so it could identfiy it)
then say thing reapeat it often after that you could really teach your bird to talk

repeat one simple word(such as hello) over and over to the bird for about 5-10 minutes each day.
the bird should catch on quickly, but not all birds talk.

Depends what bird u have....parrots can learn to talk by mimicking...just keep repeating what you want your bird to say and eventuallyyour bird will say it

Keep on and on saying words that you want it to say and it will learn how to say them, and it will keep learning, and learning words.
