It means hes a retard!!! He doesn't want a relationship but probably wants to mess around or he wants to drive you crazy, wants you to want him. If you want to mess with him ask his opinion about other guys you might want to date. If he regrets his decision regarding breaking up he will let you know. If not you will drive him crazy because he still wants you to like him. hes obviously insecure. Good luck and be strong!
