Pay attention to him constantly. Keep him on a light lead when you are in the house if you need to. When he squats to go quickly pick him up and put him on the pee pad...then give lots of praise. If you can get him outside when he squats take him out there.

If you are gone from home (and aren't crate training) keep him in a small area where the pee pad is. He'll learn in time.

to use pee pads, i would confine him to one small area, cover the entire thing with pee pads, and when he pees on one, keep it and take up a pee pad from the opposite side of the area and replace it with a dog bed.

the next time he used a pee pad if its in the same spot take up another one from the other side and put his food and water dish there

if the pee pad is close to his bed, put it next to the other used one and still put down a food and water dish

every time he used the pee pad in the "target" area put something desirable in the rest are, a new toy, a few treats, and keep taking up pads, so he has a limited area to go potty

if he misses the pad, just take a step back and put a pad where he went. in a few weeks you should have him down to one pad,

remember to praise him when he uses them and after he goes if you see him, give him a few minutes to run around the house and play with him. then back to his training area

there is this spray you can get in pet stores for pee pads that has worked wonders for us, its even encouraged our ten year old doxie who can't get outside any more to pee on the piddle pads, not to metion the Chihuahua we rescued that was 4 years old and never been potty trained.
now pooping is a different story i can't figure out how to get my four month old puppy to not poop in the house and to poop on the pad, he just refuses to do it and he poops in secret haha so we never know when hes doing it. There is also this stake that you put in your yard to encourage your dog to use the bathroom in the spot and i believe that i would work (although is smells horrible), when i picked it up at petsmart i and to spin around to see if my Noah had peed in the store and then realized that the stake smelled like urine. It yellow (haha) and its only about ten dollars.
