I had a dog with a cut on his pad and i called the vet and they told me to make a paste out of flour and water and put it on the pad over the cut it hardens and also keeps the dirt out dogs tend to lick there wounds so if they eat it off it's not harmful.

It depends on the severity of the cut. If it is minor, the dog will most likely keep it clean by licking it. If it is deep or long, and is causing your dog to limp, you might want to take him to the vet to get it stitched together.

You don't - a vet does.

It might need suturing, or just proper cleaning, or perhaps antibiotics. All things that you yourself can't provide. In the meantime, bandage it using proper bandage material IF it's bleeding. If not - tie a clean carrier bag over the paw to keep it clean if you have to walk him to the vets, or just carry/drive him there.

wipe blood away with wet paper tower or cloth then spray it with first aid! ask vet if it gets bad!
