Yes, and yes.
It is based on an opinion, which we all are entitled to.

yes,two people can look at the same thing and have completely different opinions based upon their previous experiences and mindset. Also, in more of a romantic sense, even a person that some would call plain can be the most beautiful person to some who loves them.
In regards to the skin deep question- If you are merely looking at the outside appearance, there may be a general consensus that a person is physically attractive, but usually the concept of beauty delves deeper than that in that it often involves character as well as physical appearance. So a truly beautiful person is often thought of as having a wonderful disposition/personality that shines through and while they may not be supermodel material, they have a glow that others naturally perceive and are drawn to.
I hope this makes sense and helps answer your question.

Yes. Beauty is in the eye of the beholder because beauty has a different definition to each person. What you think is beautiful, I may think is ugly and what I think is beautiful, you may think it's ugly. It really all depends on the point of view so beauty really is in the eye of the beholder.
And beauty is skin deep because no matter how beautiful you are on the outside, nothing can beat how beautiful you are on the inside. You can do anything to make your physical appearance beautiful (plastic surgery, make-up, botox, etc...) but it is not an easy task making yourself, not meaning your face or body (yourself as in your soul), gorgeous.

yes cause its just an opinion. Some people may think a spider is a beautiful creature while others think its hideous. No you can have a beautiful mind and that has nothing to do with skin

Sure. Two guys can look at the same girl, one will think she's pretty and the other might think she's plain. Also, if you knew someone since they were a kid, you might still think of them that way, while their other friends might think of them as a teenager.
