How can i instal IIS on WindowsXP? Can I run it with XAMPP at the same time?

I have WindowXP home edition SP2. IIS is not a part of operation system components. How can install IIS?

IIS is only available on Windows 2000, Windows XP Pro and Windows Server 2003, (and probably Vista Ultimate Edition, but don't know for sure). You can not install it on XP Home.

If you truly need to install a web server on your computer, which you really shouldn't do unless you know what your doing (especially if that computer connects to the internet) then check out Apache which is a much better web server then IIS is anyway.
