The reason you have to restart your computer is because often times current versions of the files you update are being used by the system while it is running. If a program is accessing a file, you cannot delete or edit it while it is being used. So you have to restart your computer so those updated files can be changed.
Some programs do not need you to restart the computer when you update it. But others, such as Norton, need to update certain system files that are in use by windows.

Sometimes the programs installs new DLLs and system files that are triggered when you start your computer. Other times, the program needs to use files that your other programs are using.
So when you restart, all the programs that need to use a certain file can use it. Then the file is "locked" because it is in use.

When we install the software all the dlls and setup files cannot be registered with registry so they require to change the regisry that is why it required to restart the sytem.
