Try and spend a little time with him alone away from his friends...not necessarily a date but maybe just hanging out doing something fun. Then when you get a moment, let him know how you feel. Whether he returns the feelings or not, you'll know that you he at least is aware of how you feel, and something may come from that. If not, you'll still feel better knowing that you told him.

just kiss him. dont worry about temporary effects of what might happen . other option is check with a mutual friend that you trust to see if someone knows for sure that he would flat out never date you. sometimes friends get stuck and stay in the friend category.
sometimes we dont want the stabilty of that to change -but there is a decent chance that he likes you a bit more at least on some level

You should give him time. He'll come around. There was this one girl I liked and we dated for about a month and then we broke up. But in the end she asked me out because I gave her time. So it'll just take time. He'll ask you out when you least expect it.

i think you should ask him out because if you are best friends with him apparently you know everything there is to know about him so that's what make yall a perfect couple and people will have think that yall were dating so that is so special to the relationship

Ask him out.
The worst he can say is no, and that's no friend, Even if it doesn't get romantic, that's ok, cuz he'll learn more about you. Beleive me, it's a step.
