OK, first off you'll need to start learing the lingo! Adobe Photoshop is an application - one word, not two. It is used for editing graphics. Many applications can do this, both free and pay-for. Some other examples are:

* The Gimp (free)
* Corel Paint Shop Pro
* Paint.Net (free)

To be honest the only way to learn photoshop is to do photoshop - don't start on a simple program just start doing simple stuff in photoshop
If you can't get photoshop (cs3 beta was on free download) try photoshop elements and / or use the free open source equivalent gimp

Photoshop is a specific program, made by Adobe for graphics professionals. It costs around $700.00 and is very complicated.

For free applications, try these:

Paint.net - http://www.getpaint.net/index2.html
Irfanview - http://www.irfanview.com/
Gimp - http://www.gimp.org/windows/
