Windows movie maker and imovie are free, and both are very good. Avid FreeDV is also a good free editing program, and runs on both windows and macs. If you're a student, you can get a student discount for software. Adobe Premiere Pro costs only around $300 with the student discount, and the full production studio costs about $500. I'm recommending Adobe because I have production studio, and the integration is awesome. And it has After Effects. Hope this helps!

Windows XP and Vista Media comes with free, as does MAC 0s 10.

Software runs from $150 for Studio to $500 for Avid Pro of Video Vegas or Premier.

The cheapest is free. Windows Movie Maker on the PC. Otherwise, Pinnacle Studio is a good basic app that runs for about $75-$100 or so. That is what I recommend for inexpenisve editing. Or, Adobe offers Premiere Elements I believe. Check their site, it is less than $100 as well.
Good luck.

Sony's Vegas Movie Studio (~$100), the little brother of the full Vegas app, is very good and it's an easier learning curve if you want to go up to the full pro-sumer version. The cheapest editor I've found that's usable is AVS Video Editor ($40). Pinnacle Studio is good when it works, but it's very unstable.

Sony Vegas Pro 10.0 or Sony Vegas Movie Studio are the best in the business.
