This guy and I know used to went to school together for years. We never really talked, but now, he would stare a lot.

He's attracted to you, but can't figure out how to make the next move; either that, or he's trying to ascertain whether or not you're interested. Maybe next time you could say "Hi" to him, or smile. Well, if you're interested, that is.
