I was told that leaving the UK you may only have 1 piece of hand luggage but entering the UK you can have 2. Does anyone know why? There are signs around the airport, at the check in desk, etc, saying only 1 piece of hand luggage is allowed.

You currently are allowed to bring a laptop as well as one other carry on bag. I always travel with my laptop as well as another carry on luggage piece.
I would suggest just to be sure that you check with your airline that you will be traveling on.

Yes. Contact your travel carrier for more updates and info. There are still restrictions on liquids, only buy water etc once you have cleared security.

Not if you are going through Heathrow airport in London. One bag only - if you have a separate purse, it should fit in your carryon.
