Hey I live in British Columbia and I'm 15.
We speak engish (no accent)!:) and we are taught a second language starting in grade 6 usually which is french. French is mandatory as a course until grade 8, after that you can choose between an alternative language-like spanish, mandarin or punjabi. So far, everyone speaks english.

French is barely spoken at all in British Columbia. In fact, you would probably find that Chinese, Vietnamese, Japanese, Hindi, Arabic, and probably several other languages are more widely spoken in Vancouver than French.

I know (as in, I'm pretty sure but not certain) that French is only the official language to the province Quebec. Everywhere else, I'm pretty sure they speak English.
That person who mentioned French being compulsory in middle school has the best answer, I think. I just wanted to throw in what I know.
