Because folks are SUPPOSED to use common sense,and not get drunk.

Because lots of people can have a drink or two (in moderation), enjoy the ambience and friends, play some pool, give time for the drinks to wear off... so they're not leaving the bar drunk.

Drinking and driving is not prohibited... becoming impaired and driving is prohibited.

Bar parking lots give the local cops a place to troll for perps--they also look at plates at motels and restaurants close to the main
roads. If you drink get a taxi in and out and don't worry about the cost, if you can afford to go out you can afford to skip getting tied up in the system.

people are sober when they arrive. When they leave and get a cab then at least they know their car will be safe until the next day
