No, but it does mean he'd like to meet you (or get to know you better). Direct eye contact shows that he actually likes your face. A more sexually charged look would drift down to your legs and back up. A lot of guys are asked what body feature they like best; I always thought the face trumped everything else.
Although to be honest, it's always based on sexual interest.

Not hardly. My husband does it all the time when something they are wearing - or their body looks funny. I laugh so hard I can hardly stand it. Girls think he is checking them out.
When a man finds a truly strikingly beautiful women "doing them right then and there" is the last thing they would want - it would just let him know how easy she was when everyone else stared before him.
A wise man once told me that:
Every man wants an easy women, but no man ever wants his women to be easy.
That kept my pants on quite a few times I got advances. After all, he might have just been staring. That was funny.

a.) He likes the way she looks
b.) He hates the way she looks
c.) He wants to bang her
d.) Both A and C.
Choice d.) BOTH A AND C, because you don't usually find men starring at women for nothing.

Probably...either that or he is noticing you and is trying to figure out the best way to approach you....
If he looks interesting to you...smile and nod at him to invite him over. If he's hideous....avoid all future eye contact. :-D
First...check yourself and make sure he isn't staring at you because you have gunk on your face.

No, it can mean a whole lot of things. He may think you're someone that he knows, or he can simply think you're beautiful. Sometimes it's not about sex people.
