Can you call yourself a doctor if you have a degree in meteorology?

If you earned a doctoral degree (PhD), then yes.

You can earn a PhD in biology, English, history, etc and you will earn the title of Dr.

If you have a PhD AND you're on a college campus who employs you. Now, if you had a PhD in geology you could be Doc Rock but that's another story.
