uhmm..
brothers are naturally annoying and they normally do cuz they want to get your attention sometimes they do things to protect you or w.e and you just take it as "annoying"..
If your brother is younger than you are he probably just wants you to pay more attention to him.
If your brother is older than you are, he probably must have a good reason, so i suggest you ask him or talk to him ... in a nice way

Talk with him and be friends with him. Play a game with him occassionally and he will most likely respect you and do what you ask.
Buy him a small cheap gift and pay attention to him.

tell him u will have the girls give him a makeover and then u will take pictures of him and show his friends what he looks like dressed as a girl

Negotiate :-) Take Martial Arts. Kick his butt, but don;t get too violent or anything

I promise this'll work, warn him once, (politely) and tell him if he does it again, you'll dump ice-cold water on him. give one warning a day. If that doesn't cure the problem, paint his back porch red! (spank him)
