In WWII what would the expression meant ..."coming with all flags flying"

That expression came around for what the allies did in WWII. The allies would fly all the flags on the allied side to intimidate their opponents. The enemy was to reconize that all these countries are against you and we stand and fight together.

It is normal practice in many navies to hoist additional national or naval flags when going into battle as a lone flag, shot away, could be taken as a sign of surrender.
