Sometimes you can't get what you want! But, there are some long proven ways of changing even parents minds on a subject, maybe. Start small and work your way up to a full dog.
Find a very tiny animal you can raise on your own that does not trouble your parents of scare your sister. Sometimes a hamster can do the job. But, the idea is not just to get the hamster, but to show your parents you can take care of a very small hamster. (warning, don't get two hamsters, think about it)
You will find out that almost any pet requires quite a lot of effort to do it properly. First you have to study the animal so you know what the animal needs in the way of food and water. Where and how does it sleep? How often do you need to change the liner in the cage? And so on until you prove you can care for a pet.
Remember, each pet requires many different tasks by you to make there life as normal and healthy as possible. After the turtle, hamster and paraquat, maybe your mother will see the same light you see, and then you can get that dog. Good Luck.

Just talk to your parents, tell them that you'll be fully responsible for your pet. Show them how responsible you can be. Good luck!

if you are old enough, show your parents that you are old enough to care for this new dog
