I did this a million time in high school. What i would do, is section out the bottom half and keep the rest that you don't want black up and tight to it doesn't fall. Die the bottom the black and do everything the directions tell you and do all the washing and stuff with the rest of the hair seprate. Then do what ever you are going to do to the top. Just make sure the black is completely rinsed so that it dosen't bleed into your blonde.

My hair is done like that..i got mine done by a hairdresser but all she did was tie you the top half of my hair and dyed the bottom black..then she just highlighted the top blonde because my hair was pretty close to blonde already..or you could just dye it blonde instead of hightlights..but be careful with the blondes..dont get too bleachy because it can tend to look trashy if you do.

try dividing ur hair by the bottom and top
put the dye on the bottom half first then dye the top
wen ur done, put the top half of your hair up (any way as long as it doesnt touch the bottom half, this prevents the colors from mixing)
wen rinsing, do the same. wash bottom half first, then top

Go to the Pro's please or you will lose all your hair, mixing dye's is very dangerous it can seriously thin out your hair and permanently damage your scalp so go to the salon like a Diva and tell them how you demand your hair and they'll hook it up and you won't regret it and it's also good to bring in an example of how you specifically want it because not all stylist are fabulous.
