watch her literally 24/7 and break her concentration every time she starts to become alerted to something outside the yard.
but the easiest way is invisible fence for about 200 US & up. or build a fence.

There's only one way to keep your dog in the yard if you can't afford a fence for now and don't like chains. The old fashion way is to have your dog on a walking leash and walk him around the yard perimeter every day. When he tries to cross over the line give a small tug on the leash and say no. Keep your commands always simple in the house and outside. Make sure that everyone always gives the same commands as you do. It's like teaching a two year old a foreign language.
It will take alot of patience but well worth it. Never hit an animal. Instead while teaching show joy or a sad disapointment! It really works! I've got two brother labs and all they want to do is please their master. Go to the library and get a book called,"The Dog Whisperer". Its the gentle full proof way of training.
In-the-mean-time you could get a plastic snow fence for him to run. You will have to stay out side with him so he doesn't go underneath it.

In you're case, I'd say, get a large DOG PEN, I don't like those stakes in the ground with leaving a Dog chained. Most these have a tendency to get a Dog all tangled up and that is CRUEL.
Some Dog Penn's also come with a fabric top to protect from weather and give shade. That too is IMPORTANT

It may sound mean, but put your dog out in the yard and wait until she goes to the curb. Then, put the FEAR OF GOD into her. You want to scare her. The point is, you would rather see her be scared of you, rather than being hit by a car. I have two 180 lb great danes and i live in the city. The way i trained mine was to let them go off the curb and put them back in the yard with my foot. Again, it may sound mean, but call it a lesson learned. Everyone comments me on how well my dogs behave.

Install and invisible electric fense into your yard. We have 10 dogs all of which have collars [6 siberian huskies, 2 cocker spaniels, and 2 mutts] and they stay in the yard. My boyfriend has 2 older chocolate labs, and they too have an invisible electric fence in their yard and they stay in. i think that'd be your best bet. After they get zapped a few times they won't even try it again.

18 months old? They are still pups. Heard of chains, fence's. They need room to run, play and have fun. They will learn if you work with them, but you need to do your part by working with them. A dog run is reasonable priced. You might put an ad in the paper and see if someone is getting rid of something that might help. Good luck

Theres really only one answer to this question and its works real well if you have no money. Train her not to and never let her out of your site. When you go out leave her inside with plenty of stimulation. It sounds like her other family never took the time to teach her what was right or wrong (or maybe they just had a fenced off area)!! Spend time with her and give her heaps of lovin so that she doesnt need to go anywhere.

I just went out everytime with then on a leash. a soft tug, and the word NO does work if you work hard enough and everytime you go out remember only the word NO never say their name and then NO just plan soft tug and NO. Everytime they approch the lot line.
give that 2 weeks then try without the leash. It worked for me (but remeber every dog is differant.

yes, you can purchase a pen (you can get a 10X20 for under 150.00). Keep your pet inside and when it needs to go out take it to the pen for exercise and bathroom time. Also try an obedient class to teach your pet to respond to your commands. This may help.
