Is this pigeon poison?

One of my neighbors often has something that looks like popcorn on their lawn. Today, there was an injured pigeon on that same neighbors lawn. I was wondering, is there some kind of pigeon poison that resembles popcorn?

If it's styrofoam, that will kill a pigeon. That will sit in their crops and turn into a drippy/runny plastic type material and they won't digest it. It will kill them.

That's terrible. Call animal control!

It could have been an injured bird coming in for food.
