If you're in the UK, then there are quite a lot. The best place to look is in the book Contacts, there's a link below where you can order it from. You should also be able to find one at your local library. Two good ones that I know of are Ray Knight Casting and Guys and Dolls Casting, but there are so many.

Contact a local union office in your city. They will have a list of franchised agents they deal with who hire extras. If you want extras work in film/movies then contact the SAG local. If you want extras work in commercials, then contact the AFTRA local union office.

Central casting is the biggest. They have one in NY and California. I don't know if they have where you are located but you can check online.
