It takes a lot more than a good location. You have to build a clientele, good reputation, be in good standing with the health department...

A lot of shops don't make it.

It does not only depend on the good location, but more on the quality of work a tattoo parlor offers, the prices, the way customers are treated, the experience etc.
Many customers want a tattoo designed for them plus there are many ways to attract customers.

It really depends of good word of mouth. You have to have good artists and a reputation to back it up. Doesn't really matter about location. You DEFINATELY have to be in good with the health department as well.

Depends on the people savvy
business smarts and talent.
Location helps, but isn't the
answer to everything.
