I purchased a car from Rogers Used Cars in Memphis. He never gave me a title only a Bill of Sale. He said it would be coming in a few days. That was in January, He never had the car titled to him. I need to register it. I don't know who owned the car before Rogers.

I am from Tennessee and have had some mishaps with titles over the years. The best advice that I can give you is to read the below listing straight from Tennessee.gov. It give the procedures for getting a title without registering the vehicle in Tennessee. I first would see if your state would accept a bill of sale to register the vehicle, if not read the listing below and write the address. I would call Rogers Used Cars and tell him that you want your title and if he does not, then report him to the Better Business Beureau for poor business practice.

Title Only

T.C.A. 55-3-101 (a) Indicates every motor vehicle or motorized bicycle, as defined in chapter 8 of this title, and every trailer, semi trailer, and pole trailer as defined by § 55-1-105, when driven or moved upon a highway, and every mobile home or house trailer when occupied shall be subject to the registration and certificate of title provisions of chapters 1-6 of this title, except as indicated in T.C.A. 55-3-101 (1) through 55-3-101 (4).

However, there are certain instances when a Title Only is applicable:

Out-of-state Repossession.
Insurance company settlement.
Dealership selling vehicle out of state (must be accompanied with name and address of out-of-state resident along with letter from out-of-state DMV advising they will not accept our documentation if applicable).
The owner of a mobile home.
Non-profit organization, examples: American Red Cross, American Cancer Society, Salvation Army, Churches, etc.
In all other instances of an owners desiring to apply for a certificate of title without registering the vehicle, a written request outlining the reasons and need will be necessary. Consideration for approval for title without registration may be requested by writing to:

You can't register a vehicle without a title, and he can't sell a car without a clear title. Go back to the lot and get your title or your money back. Don't drive the car there of course, since it isn't registered. Tell him he can send the wrecker to pick it up after he gives you back your money.

never leave the lot without the title ! Unless it got financed through a bank then you will get the title after it is payed off

If he didn't give you a title and said he would, I would take him to court, but also start a title search with the DMV,
