No, not necessarily. They're talking about uncooked rice that will naturally expand with moisture. If they eat enough of it, sure they will die. Their stomachs are only so big. If enough is consumed and expands, then the stomach can only hold so much.
But...
My flock here is on both a pelleted and cooked diet. So, when I fix a plate for us, they also get a plate. I cook a lot of rices and casserole type dishes, and as long as it's cooked, they're good.

It is true birds can die from eating to much drier processed rice.Cooked rice is expanded and won't hurt them but if you allow the cooked rice to dry then your back to dried rice again.So it isn't a good idea to feed them processed rice.
The problem occurs because a bird will eat till they fill their craw.because they have moisture in their craw to help pass the food down to its gizzard well the rice can expand faster then their body can process it.Though death seldom occurs it can happen.

This is why the practice of throwing rice at a newly married couple has been replaced by throwing bird seed or blowing bubbles.
Whether it's actually true or not, I'm not sure, but it is widely believed to be true.

It is my understanding that it can lead to dehydration (the processed rice swells in the bird's stomach). The tradition of throwing rice was probably originated before "processed" rice was commercialized. In other words, the natural grain rice is probably not dangerous; whereas, the hulled, polished, dried rice could be.

YES. IF A BIRD EATS TOO MUCH RICE, THEN THE RICE WILL EXPAND, AND CAUSE THE BIRDS STOMACH TO PUNCTURE, OR "EXPLODE." THIS CAUSES INTERNAL BLEEDING WHICH LEADS TO AN EVENTUAL DEATH. THATS WHY YOUR NOT ALLOWED TO HAVE RICE AT WEDDINGS ANYMORE BECAUSE IT KILLS THE BIRDS. TRUST ME I KNOW WHAT I AM TALKING ABOUT, AND IT WOULD JUST BE BETTER NOT TO FEED THE BIRD RICE. MY MOM RAISED COCKATILS, PARAKEETS, AND OTHER BIRDS, WHICH IS HOW I KNOW.
