Have you been to the vet about this? If not I would recommend you pay them a visit, as it could be a build up of wax or another potentially curable condition. If it is simply old age and irreversable, then you will have to be careful to keep your dog on a short lead near any traffic, machinery, potentially hazardous areas eg cliffs / ravines, in the dark and, initially at least, new places with which he is unfamiliar. Does your dog know any hand signals? If not it is worth introducing them now. For example when asking him to sit, use the verbal command 'sit' whilst simulataneously moving your hand upwards. Remember to use clear, exaggerated signals, which are quite different for each command, so there is no confusion. Make a big fuss of your dog when he gets it right. It may take 10 or more repeats before he understands but do keep at it as this could be an invaluable form of communication if his hearing gets worse. For getting his attention, try stamping the ground with your foot a couple of times. This works especially well on a wooden floor. When he is outside, particularly in the dark, you might like to try flashing a light to catch his attention. Whistles come in many different pitches so do try a few of these to see if he can hear any frequency particularly well. It will be easier on your dog if you stick to a routine. Communication, for the most part, will be trial and error.

The ears on a Jack Russell are V-shaped and give the appearance of being "stuck in the up position".

I've got an 8m old female JRT and a 4yr old male. My puppy has ears like a gremlin and they stick up and out but my other dog has neatly folded down ears which are much cuter!!! I hoped it was just the cartilage growth causing them to stick up and that when they grew they would get weighed down and fold over like normal but not yet!!! I asked my vet when I got her microchipped and he said that was just what they would be like!!! Her mum and dad had normal folded type ears so I dont know what went wrong with hers!!!
She is particularly lively and cheeky but I have seen them lie almost normally when she is looking at me in a relaxed fashion but that doesn't happen too often and she mostly looks like a wee bat or something, luckily she has the cheekiest personality so the ears just kinda go with her daft nature!!! She is now nicknamed wee gremmers coz she looks like a gremlin!!!
It adds character you have to love them however they look!!! They don't think twice about any of your imperfections!!!

I had two jack russels, both from the same litter. One was smooth coat the other broken coated. One had "normal ears" the other one's ears stuck up !!

A pedigree Jack Russell should have button or dropped ears. Anything else is incorrect.

It depends on what kind of Jack Russel. I have one and he has floppy ears. But I know someone else who has one with a wiry coat and it's ears stick up.

Their ears shouldn't stick up . The standard for a JRT and my experience with them, is their ears will flap over and make a v shape and are carried close to thier head. If they are standing up, then I would say someone has maybe cropped them.
