All you can do is maybe have an officer witness whether or not your dog is barking. Maybe have them sit outside your apartment after she calls for a few minutes to see if they are actually barking. If you live in an apartment you can also have the police ask your neighbors if they heard barking or not. I work at a pet friendly hotel and have found that when people see the dog they all of a sudden hear barking whether the dog is on the 3rd floor and they're on the first. Often I'll call and ask people next to the room or below it and they wont have heard a sound which is how i determine if its an actual legitimate noise complaint or if someone's just old, grouchy, and looking for an excuse to complain or get a free room.
Also your dogs might be barking from separation anxiety when you leave.

Do you rent? I presume so if someone lives above you. If so, talk to your landlord about the problem. If he won't help, then move. If you have a lease, you can use the fact that he hasn't heeded your complaints as an argument to break the lease. You should be able to respect a decent amount of respect and privacy, and if you are not getting it, then your landlord is arguably violating the lease. Read your lease carefully and get online and make sure you know your rights. You should easily be able to access the landlord-tenant laws at your state government's website. This is what I did when my landlord would not take measures to ensure me a peaceful living environment, and I won.
That said, if your dogs ARE barking, then you really need to do something about. You can train a dog to be quiet. Take your dogs to a school or professional trainer if you are unable to do it. If your dogs are NOT barking, then why is she reporting you? Perhaps you need to have a talk with her and find out. There may be something YOU are doing to tick her off, too! Communication can solve a lot of problems. If it really is all her, though, you could consider talking to an attorney about the false reports. Otherwise, moving may be your best option. If you do that, I'd write a nice, long letter to your landlord before I went explaining why you are leaving. They might reconsider what they do about this lady if it is going to keep costing them customers.

I don't know what to tell you about the pigeon poop. but if all else fails complain about biohazard to the proper authorities in your area. My sister had a neighbor that was always saying that my sisters dogs were barking all the time. she started bringing them with her and leaving them with friends if she was going out of town or to work. then the woman would turn her in and my sister had witness prove that the dogs were not even there at the time of the complaints. the woman was found to be unreliable. At this point you could tell her that if she keeps it up you will put a slander charge on her.
Like i said for the bird crap turn it in to biohazard authorities by reasoning of her feeding them. I dont know where you are but here if you try to keep them as pets it is a crime because they are wild. that includes luring them to your window with food. pigeons are nasty birds anyway they really do carry alot of bugs in there crap. I had a house where the previous tenant had a coop in the back and it was nasty and a massive clean up. good luck

Sorry to hear your neighbour needs a new hobby instead of being a busybody . I'm a little on the nasty side when it comes to this kind of stuff , but the bird droppings would be collected and shoved in her mailbox ... :-)

I know in PA if you leave your dog bark for more than 15 mins ther neighbors can call cops.Check local noise ordinaces

next time they arrive over to borrow something tell them..."Oh i'm so sorry we are out too. actually i grew to become into purely questioning of coming to ask you if shall we borrow some." with regard to the 0.33 (properly from the sound of those human beings in line with possibility fourth or 5th) time you try this they are going to take the hint.
