I know that business expenses such as advertising can be written off of taxes. What I need to know is what percentage of the expense can be written off? If it is more complex than a approximate percentage, an explanation would be great.

If you advertise your business on the radio, TV, newspaper ads, etc., the cost is 100% deductible. There's even a line for that on Schedule C.

If you have a legitimate registered business, you can deduct all your advertising.
