You know, I'm having the same problem at my house...I live with my two daughters (who pay the bills), and my three grandsons (who I babysit for free). I have wanted a dog for a LONG time. And everytime I ask they tell me that a dog is too expensive to care for.
It's not fair is it? No matter what age you happen to be? (I'm turning 55 at the end of this month.)

A puppy is not a puppy for very long, it turns into a dog that craps everywhere. Also they are very expensive, almost like another child. Stop whining, do you have the money and time to deal with a dog, no!

Show your parents that you are responsible enough to have a puppy and make sure you keep up that responsiblity for a long time also maybe take on some more chores around the house and show them that you are able to be responsible.

show them you understand the responsibility
you know how to train it and take care of it
when you will walk it and pay attention to it
how you will pay for its food, buy its food and
feed it. how you will pick up its poop. and what
will happen when you go to college.
how you will buy new furniture or rugs if the dog
ruins them (which is pretty common)
many parents
get stuck with a dog when the kid goes to college
so explain to them your plan for that.

i dont know where u live but if you can get hold of a hippocrocaduck,and take it home they will tell you to get rid of it ,theyll get you a puppy insread,
