They don't - well, most of them don't. I had a Dal who passed away last year. I have a Dal pup now. Neither has/had blue eyes.
As with humans, every so often a dog will have blue eyes instead of the more usual brown.
So you have a nice gift. Not only do you have a dog with wonderful spots, but he has blue eyes! Plus, Dals are very loyal and loving dogs, who love to play. You are lucky!

I am a specialist on dalmations and they have blue eyes because they were actually bred to catch fish so their eyes adapted to blend in with the water.

A dog's eye colr is much like a human's eye color. It depends on where the species originated. European dogs sometimes have light colored eyes. Maybe that's why.
