Abstinence to children maybe laudable, it is just as essential to make them aware of sexually transmitted diseases and safe sex.

While I am sure this pledge is a lovely idea, how is this different from the "ring thing" which has demonstrated itself to not have much of an effect on the age at which girls lose their virginity, and worse has greatly increased the amount of OTHER sexual contact?
I had to warn my son off of a particular Catholic girl because she was part of a program like this and I literally heard her telling another girl that a certain sexual act was "okay" even with a chastity pledge...
Yeah. I just love having to have a graphic discussion with my atheist son because some Christians can't control their kids. :(

Waiting for sex until one is mature enough to handle all the ramifications is excellent.
But...
It's the father's involvement that gives me pause. The wording of the pledge just smacks of 'my daughter is mine to do with as I want' i.e. my property. It sorta takes the responsibility and decision out of the daughter's hands, and isn't raising a thinking, independent person one of the goals of fatherhood? Why must he parade his daughter around like a commodity? And where are the mothers in all of this? On the sidelines watching their husbands show off the goods. Don't they have a voice in their daughter's future?
This also taints sex as dirty, and wrong. Which it's not.
Masked misogyny, and subjecation.

My balls are pretty pure. The whole wedding sex thing is over rated besides being a virgin till your 30 for a 5 second orgasm is to much build up and not worth the sexual frustration

I personally find the idea kind of icky-this backwards notion that your father is in control of your body until you marry and then your husband is? Kind of sick if you ask me.
