Since it's so young, I can't tell if its a boy or a girl, so I need a name that works both ways. It's blue.

I already told you it's too young to tell it's gender. The gender-telling color of the cere (nose) doesn't appear until it's about four months old.

you should name him/her something that is important to you. I named my parakeet Quincy because of my heroic great great great grandfather.

You can tell the gender by the beak. On the nostrills if it's a boy it would be a blue-ish type, from a fery faint blue to a very deep, sometimes almost purple. Females will have a faint pink to almost magenta blue.
But naming a pet usually helps if you know it, based on personality.
But here are some that'd work for both:
Z
Tweety
Peepers
Cyan (a shade of light almost turquiose blue blue)
Buddy
Keet

Well, my new one I named Dream Seller, so maybe something with meaning, something that's unique. Maybe a word in another language that means blue
